Background

Policy Background

The Brickkiln site is encompassed within land identified to accommodate growth in the MKSM. The Milton Keynes South Midlands Sub Regional Strategy (MKSM SRS) has planned for 23,000 new jobs and 27,300 new homes in the area between now and 2021.

While some new homes can be supplied on brownfield land within the urban area of Luton, the scale of growth projected for the region means that not all development can be accommodated there – especially larger family homes with gardens.

A number of studies have been carried out in order to identify the most appropriate areas for development, including the MKSM SRS, the East of England Plan and the Luton and South Bedfordshire Core Strategy.

Land to the East of Luton was found to be a viable location for development because it is sustainable, located within theMKSM growth area, and could provide a major contribution to housing targets.

Studies of housing completions in Luton and South Bedfordshire have found that at present, there is less than a 5 year housing supply in the area.

The Brickkiln development helps to achieve the five year supply required between now and 2014.

Development Background

In Spring 2008, Bloor Homes conducted a public consultation on plans for a large development to the East of Luton, comprising around 3,000 homes. This included public exhibitions and workshops in order to give members of the public a full opportunity to comment on and participate in the development of the plans.

Following analysis of feedback and a re-evaluation of the proposals, Bloor are now proposing a significantly revised scheme, which has been scaled back to incorporate up to 1,000 high quality new homes.
